The article examines the conflict between the principles of self-determination of peoples and the territorial integrity of the state. The author notes the absence of universal criteria for distinguishing between internal and external self-determination, as well as the unresolved concept of "remedial secession." Based on the analysis of international legal acts and constitutional practice (including the experience of the Russian Federation), a criteria basis for harmonizing these principles has been proposed, emphasizing the priority of peaceful, constitutional settlement of disputes and the inadmissibility of forced border changes.

В статье исследуются вопросы коллизии принципов самоопределения народов и территориальной целостности государства. Авторы отмечают отсутствие универсальных критериев разграничения внутреннего и внешнего самоопределения, а также неурегулированность концепции «ремедиальной сецессии». На основе анализа международно-правовых актов и конституционной практики (включая опыт Российской Федерации) предложена критериальная основа для гармонизации указанных принципов, подчеркивающая приоритет мирного, конституционного урегулирования споров и недопустимость насильственного изменения границ.
