This article presents the first part of the findings from a study of fraud perpetrated against participants in the special military operation (hereinafter – SMO) and their family members, who, from the outset of the armed conflict, found themselves at the epicentre of criminal attacks. The intensity of these attacks and the level of victimization indicate a reorientation of acquisitive crime specifically toward this target group. Traditional fraudulent schemes, previously employed against all citizens irrespective of their social status, have been supplemented by novel schemes with no prior analogues. The substantial body of criminal cases accumulated in law enforcement practice attests to the unprecedented scale of this socially dangerous phenomenon, which has yet to receive scholarly conceptualization within criminological theory. The present work seeks to fill this gap by generating new victimological knowledge concerning fraud against the aforementioned category of persons. To this end, criminal scenarios have been identified and described in detail for the first time. Each scenario is unpacked through its modus operandi, the cover story under which the acquisitive deception is disguised, and the factors contributing to the victimization of those targeted. The article demonstrates how the universal techniques of manipulation employed by perpetrators in «classic» fraud have been reconfigured for application to combatants and their relatives, evolving from the simple compromise of a bank account to complex multi-step combinations. A highly profitable and cynical criminal business has coalesced around these victims and is directed against them, developing its own shadow infrastructure and drawing into its orbit, among others, employees of public authorities and commercial organizations. This development warrants the identification of a new subspecies of fraud victims. The capacity of this illegal industry to scale through novel methods of unlawful acquisition of others’ money and the multiplication of the number of victims calls for the development of targeted preventive measures. Such measures should be grounded in the study’s findings, which serve as a basis for the early identification of persons at heightened risk.
Статья является первой частью изложения результатов исследования мошенничества в отношении участников специальной военной операции (далее – СВО) и членов их семей, которые с началом вооруженного конфликта оказались в эпицентре криминальных атак. Их интенсивность и уровень поражённости указывают на переориентацию корыстной преступности именно на эту целевую группу. Традиционные схемы мошеннического обмана, ранее применявшиеся ко всем гражданам безотносительно к их социальному положению, дополнились новыми, не имевшими аналогов прежде. Накопленный правоприменительной практикой значительный массив уголовных дел свидетельствует о беспрецедентном масштабе этого общественно опасного явления, которое до сих пор не получило в теории криминологии научного осмысления. Настоящая работа призвана восполнить этот пробел путём формирования нового виктимологического знания о мошенничестве в отношении названной категории лиц. Для достижения указанной цели были впервые выделены и подробно описаны преступные сценарии. Каждый из них раскрывается через механизм совершения, легенду, под которую маскируется корыстный обман, и факторы виктимизации потерпевших. Показано, как универсальные техники манипуляции, используемые злоумышленниками в «классическом» мошенничестве, были перестроены применительно к участникам боевых действий и их родным, эволюционировав от простейшей компрометации счёта до сложных многоходовых комбинаций. Сложившийся вокруг них и направленный против них же высокодоходный и циничный криминальный бизнес, образовавший собственную теневую инфраструктуру и вовлекший в свою орбиту в том числе сотрудников органов власти и коммерческих организаций, позволяет говорить о появлении нового подвида потерпевших от мошенничества. Способность этой нелегальной индустрии к масштабированию за счёт новых приёмов незаконного завладения чужими деньгами и умножения числа пострадавших требует разработки адресных мер профилактики, опирающихся на полученные в исследовании результаты как на базу для раннего выявления лиц, находящихся в зоне повышенного риска.
